PISCES Post-Doctoral Research Fellow

The Project on International Security, Commerce, & Economic Statecraft (PISCES), housed within the Center for Policy Research at the University at Albany (SUNY), invites applications for a Post-Doctoral Research Fellow position beginning September 1-15, 2025. This is a one-year position, with the possibility of renewal, funded through externally sponsored awards. 

PISCES is a leading academic research initiative dedicated to addressing global threats related to the proliferation of strategic and dual-use goods and technologies. The PISCES Team possesses world class expertise on the topics of strategic trade controls, economic sanctions, and proliferation financing controls. Directed by Dr. Bryan Early, the PISCES team consists of eight policy experts who have secured over 100 externally sponsored awards and collaborated with more than 50 partner countries worldwide since 2011. 

Position Overview: 

The Post-Doctoral Fellow will work with the PISCES team to conduct research and support international outreach efforts aimed at preventing the spread of dual-use goods, weapons, and strategic commodities. The fellow will contribute to U.S. Government-funded projects designed to help international partners strengthen their strategic trade controls, economic sanctions enforcement, and proliferation financing safeguards. The fellowship will involve providing administrative and logistical support and project-related research and materials development, with increasing opportunities to become involved in international outreach over the course of the fellowship.  

Responsibilities: 

  • Support international nonproliferation outreach projects through research, material development, and logistical and administrative coordination 

  • Assist with the production of policy-relevant deliverables and presentations. 

  • Collaborate with team members on the implementation of sponsored project activities, including participating in international outreach events. 

Required Qualifications: 

  • PhD in Political Science, International Relations, Public Policy, or a related field (awarded within the past three years). 

  • U.S. work authorization 

  • Strong knowledge of international relations and security issues. 

  • Capacity for international travel and ability to conduct independent work 

  • Proficiency in Microsoft Word, Excel, and PowerPoint; exceptional attention to detail; team-oriented mindset. 

Preferred Qualifications: 

  • Subject-matter knowledge on sanctions, strategic trade controls, proliferation finance, or foreign direct investment screening. 

  • Familiarity with relevant technologies (e.g., WMDs, AI, semiconductors, UAVs). 

  • Prior policy experience or work on sponsored research projects. 

  • Experience producing materials for and engaging with policymakers. 

  • Willingness to relocate to Albany, NY.
